Job Summary
Under the USAID Building Healthy Families Activity Portfolio, Pathfinder is looking Family Planning (FP) Maternal Newborn and Child Health (MNCH) Technical Officer along with Family Planning / MNCH activities related to project implementation, coordination, and liaison at the Provincial level as well as District level.
The FP/MNCH Technical Officer will ensure training, knowledge transfer and adherence to protocols for all local organizations that will be additionally contracted in the implementation of the project working on the USAID Building Healthy Families Activity.
S/he will manage the interventions, maintain inventory of project material, help in tracking project activities and support in the consolidation of reports, organize reviews, record proceedings and ensure timely feedback for submission to the Program department. An important area includes donor and governmental coordination for field visits and participation in meetings with project stakeholders.
Key Job Outcomes:
Project Management:
- Act as Project Focal Point at the province for FP / MNCH system strengthening activities
- In the light of provincial nominations seek endorsement from department heads for the timely nomination of appropriate participants in training events
- Ensure the timely sharing of the work plan/activity calendar with provincial-level relevant stakeholders
- Prepare monthly reports to capture the major events of the program and ensure timely submission of reports to the supervisor.
- Support the provincial-level / district-level technical team in the coordination and implementation of FP / MNCH activities
- Organize and assist in Supportive supervision and Process Monitoring of activities at the field level
- Monitors and mentor district FP/MNCH District officers and assess their competency levels, identify areas that need improvement, and make plan and support to get the required competency
- Participates in relevant FP / MNCH program updates on ongoing activities in the province.
- Meets regularly with provincial health and population teams to update and share any gaps for delivering high quality FP / MNCH services at the selected project district
- Works closely FP / MNCH district team for the implementation for activities at the district
- Perform any other official task assigned by the supervisor
Coordination:
- Maintain coordination with Provincial DOH, PWD Focal Person, RIMNCH and LHW Program, DSM PPHI, other partner, and IPAS Pakistan representative supporting FP Programs / MNCH Projects at provincial level
- Develop training rollout plans in consultation with provincial and district managers.
- Coordinate with FP/MNCH Advisor for seeking guidelines and providing update regarding the implementation of FP / MNCH activities as listed in work plan
- Coordinate with Master Trainers and STTA for conducting trainings
Education And Work Experience
- Medical doctor/ health professional or equivalent degree in Social or Management Sciences.
- Minimum three to five years of related professional experience with technical knowledge and understanding and experience of maternal, newborn, child health, family planning and program planning and delivery in Pakistan
- Minimum three to five years of project management and coordination in the health sector.
Preferred Education And Work Experience
- Master’s degree in Public Health with clinical background
- Previous experience of working with Department of Health /Population Welfare Department will be preferred
- Experience working with USAID-funded projects and familiarity with the reporting procedures and systems.
- Should have preferably worked in project or field related activities for MNCH /FP programs.

- Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices and services of assigned program or project, including program or project strategies and indicators.
- Training Design, Development and Delivery: Foundational knowledge of curriculum design and development. Ability to deliver training to diverse groups.
- PC Applications: Foundational knowledge of database and internet applications.
- Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented and consistently accurate, ability to manage stress effectively in a fast-paced environment, and ability to quickly learn new systems, processes and procedures and adapt local practices to global standards.
- Matrix Management: Ability to thrive in a matrixed organization.
- Confidentiality: Ability to maintain confidentiality on work-related issues.
- The candidate must have the ability to work in a fast paced environment with an ability to adhere to strict deadlines. Must be able to work independently and respond to queries in a timely manner.
- Strong interpersonal, team management & report writing skills
- Candidate fluent in local language will be preferred
